Harassment at work and in somewhere else, what means the words, in a context

 
 The mayor here appeals of my "civic sense" because of some bushes exceeding on the road in front of my property (!) reminding me of the law. No matter I have cleaned a commun path alone which is now open for everybody (link). Immediately after.. (link). What the words mean is different depending on the context. A good philosophy subject for the bac!
Just a simple gesture in a context of harassment, for instance moving his finger over a shelf (!) is enough to disrupt a victim already weakened, in a big trouble.
